Both the Ohio House and Senate have now passed bills to control fertilizer runoff in state waterways. With only minor differences, legislators are expected to finalize the bill. House Bill 61 restricts the application of manure and chemical fertilizers when grounds are frozen, snow-covered, or otherwise saturated, or when forecasts call for significant precipitation.
